First is the brand criterion. Buy lip liner of a brand that you can trust. But at the same time remember not to purchase a very costly lip liner if your budget does not allow you. Because unlike lipstick lip liner costly or cheap wont make that much difference to your lips.
Next is the type of liner. You can choose a wood or twist-up pencil. But I think twist-up pencils are a better choice as they do not need sharpening.
And last is the color criterion. Select the liner that matches your lipstick shade perfectly. Do not choose a shade lighter or darker or a contrasting shade as it would make you look totally odd.
